Can the architecture be done by someone other than the company that will build the system?
Yes, that is the point of the architecture package. I do it separately from the implementer and hand you the architecture, the variants considered, a technology recommendation, GDPR (RODO) handling, milestones and a specification you can put in the tender. The implementer then builds to that specification.
